{"id":1236,"date":"2018-08-14T15:44:22","date_gmt":"2018-08-14T08:44:22","guid":{"rendered":"https:\/\/simenteknindo.com\/news\/?p=1236"},"modified":"2018-08-14T15:45:24","modified_gmt":"2018-08-14T08:45:24","slug":"russian-attacks-on-u-s-industry-continue","status":"publish","type":"post","link":"https:\/\/simenteknindo.com\/news\/russian-attacks-on-u-s-industry-continue\/","title":{"rendered":"Russian Attacks on U.S. Industry Continue"},"content":{"rendered":"\n<p>The Department of Homeland Security confirms that Russia-directed hackers continue to target industrial control systems in the United States.<\/p>\n\n\n\n<p>No doubt you saw the flurry of news last week from the Department of \nHomeland Security (DHS) about Russian hackers accessing isolated, \nsecure, air-gapped networks at power generation utilities. DHS noted \nthat the hackers gained access by first breaking into the networks of \nthe utilities\u2019 trusted vendors. The hackers were able to do this by \nusing tools like spear-phishing emails and watering-holes to get victims\n to enter their passwords on spoofed websites.<\/p>\n\n\n\n<p>Needless to say, this recent news sounded much like the U.S. Computer\n Emergency Readiness Team (CERT)\u00a0alert released last March about <a href=\"http:\/\/www.automationworld.com\/article\/industry-type\/all\/infiltration-us-control-systems\" target=\"_blank\" rel=\"noreferrer noopener\">Russian hackers gaining access to industrial control systems (ICS) at both manufacturing and utilities sites<\/a>.<\/p>\n\n\n\n<p>Considering the similarities between this most recent news from DHS \nand what we heard in March, I reached out to several people I \ninterviewed for that story to find out if this news was evidence that \nthe attacks reported on earlier this year were continuing or if this \nrepresented something new and different.<\/p>\n\n\n\n<p>Michael Rothschild, director of marketing with ICS cybersecurity \ntechnology supplier Indegy, said they have not seen any specific \ninformation in terms of the methodology to determine if this most recent\n news is substantially different than that highlighted by the CERT alert\n in March. \u201cI think we\u2019ll hear more about the methodologies used as \ninvestigations continue,\u201d Rothschild added.<\/p>\n\n\n\n<p>However, he did point out that some news reports were indicating that\n the Russian hackers had gotten access to the utilities\u2019 networks to the\n point of being able \u201cthrow the switch\u201d and turn power off to some \nportion of the electrical grid. \u201cThat is something we have not seen to \ndate,\u201d he said.<\/p>\n\n\n\n<p>The DHS offered some clarification on this point in a statement to \nFCW magazine, wherein it reported, &#8220;While hundreds of energy and \nnon-energy companies were targeted, the incident where they gained \naccess to the industrial control system was a very small generation \nasset that would not have had any impact on the larger grid if taken \noffline.\u201d<\/p>\n\n\n\n<p>DHS said the main achievement of these most recently announced \nattacks was in gathering information from the utilities to learn how \ntheir networks and associated equipment are configured. As noted in a \nreport from<a href=\"http:\/\/www.wsj.com\/articles\/russian-hackers-reach-u-s-utility-control-rooms-homeland-security-officials-say-1532388110\" target=\"_blank\" rel=\"noreferrer noopener\"><em> The Wall Street Journal<\/em><\/a>,\n Jonathan Homer, chief of industrial-control-system analysis for DHS, \nsaid the hackers were doing this \u201cto learn how to take the normal and \nmake it abnormal.\u201d<\/p>\n\n\n\n<p>Eddie Habibi, founder and CEO of PAS, a supplier of process safety, \ncybersecurity and asset reliability software, said that though this \n\u201clatest report from DHS is part of the same Dragonfly story <a href=\"http:\/\/www.automationworld.com\/facing-serious-threats-critical-infrastructure\" target=\"_blank\" rel=\"noreferrer noopener\">we commented on last fall<\/a>\n and then again in March 2018, it is a confirmation that U.S. electric \nutilities were, in fact, compromised. This time DHS provides more detail\n and highlights, for example, that even air-gapped systems were \ncompromised.\u201d<\/p>\n\n\n\n<p>This most recent DHS news highlights \u201csomething we have been \npreaching for a while regarding the risks that third-party vendors \nintroduce to intended targets,\u201d said Dave Weinstein, vice president of \nthreat research at Claroty, an ICS cybersecurity technology supplier. \n\u201cThe Russians were very selective about which vendors they pursued \nduring the staging phases, and the victimized vendors all have very \nestablished and trusted relationships with the intended targets.\u201d<\/p>\n\n\n\n<p>If you\u2019re wondering about who these targeted vendors are, you will \nhave to contact DHS directly with your concerns as an industrial \ntechnology user, as the DHS anonymizes this information in their public \nreports.<\/p>\n\n\n\n<p>Looking more closely at how the hackers used the utilities\u2019 trusted \nvendors\u2019 networks to gain access to the utilities themselves, Lior \nFrankel, CEO and co-founder of Waterfall Security Solutions, a supplier \nof unidirectional hardware and software for ICS cybersecurity, said that\n the hackers used remote access credentials stored on the vendor \nnetworks. In a <a href=\"http:\/\/waterfall-security.com\/blog\/russian-hackers-breach-u-s-utility-control-rooms\" target=\"_blank\" rel=\"noreferrer noopener\">blog post<\/a>\n on this topic, Frankel noted how these attacks breached even air-gapped\n networks. \u201cBut if we look at the attacks, it was not the Russians who \nbreached the air gaps, it was the utilities themselves. The air gaps \nwere breached by the utilities who installed the firewalls to enable \nremote access for their vendors,\u201d he wrote. \u201cWhen we give remote access \ncredentials to one of our people, or to a vendor, we imagine that we are\n giving that individual permission to log into our systems. What we \nreally do is configure our systems so that anybody with the credentials \ncan log in. The attackers first logged into the vendor networks, and \nthen used the electric utility credentials to connect from the vendors \nto the utility networks. This way the utility\u2019s sophisticated intrusion \ndetection systems were silenced. To the utility, these connections \nseemed completely normal, as legitimate vendors log in all the time from\n vendor networks using legitimate accounts and passwords.\u201d<\/p>\n\n\n\n<p>The important takeaway from this most recent DHS news is that this \nthreat to utilities is equally applicable to discrete manufacturers and \nprocessors. Indegy\u2019s Rothschild pointed out that \u201cpower utilities are \nnot unique in their technology. Whether it is a power plant, refinery, \nmanufacturing facility or wastewater treatment plant, they all rely on \nthe same type of supervisory control and data acquisition (SCADA) system\n or distributed control systems (DCS). Once one goes down, it\u2019s too \nlate.
